Modi govt asks ‘Babus’ to declare assets before Sept 15

NEW DELHI, Jul 30: The Central government has set September 15 as the deadline for all government servants to declare their assets and liabilities.

As per the notified rules under the Lokpal and Lokayukta Acts, it is mandatory for all public servants to declare their assets and liabilities as on March 31 every year on or before July 31 of that year. The employees need to declare motor vehicles, aircraft, yachts or ships, gold and silver jewellery and bullion possessed by them, their spouses and dependent children.

Government sources said that orders were issued for giving some more time to ‘babus’ for declaring the same as the conduct rules for different services and ranks were yet to be finalized.

The assets declarations by the Central government employees will be put in public domain.

Meanwhile, the Department of Personnel and Training (DoPT) has finalized the rules to be followed by public servants in this regard.

According to the notified rules, the competent authority can exempt an employee from declaring assets valued at less than four months’ basic salary or Rs 2 lakh. (Source India TV)

 

‘No urgency in legalizing euthanasia’

ITANAGAR,  Jul 30: Arunachal Pradesh Health & Family Welfare Minister Kalikho Pul today said there was no urgency to legalize euthanasia as the issue was not Arunachal specific but a national one.

People's Party of Arunachal (PPA) legislature party leader P D Sona raised the issue during the zero hour in the Assembly, quoting the Supreme Court's directives for a country-wide debate.

Responding to it, Pul said, "The Supreme Court has directed the Centre as well as the state governments only for debate involving all sections of the society. It will take time and there is no urgency."

Stating that Euthanasia was a centuries-old issue and the government of India was opposing it, he said mercy killing had both positive and negative sides.

"It will be possible only through the conscience of terminal patients and their family members,” the minister added.

Earlier raising the issue, Sona called for an adjournment motion for a detailed debate on the issue saying countries like Belgium, Luxembourg, Switzerland and Netherlands have made it legal.

However, Speaker Nabam Rebia did not allow it.

 

AAPLU urges CS intervention on routine transfer & posting of officers

ITANAGAR, July 30: All Arunachal Pradesh Labour Union (AAPLU) has urged the Chief Secretary for his intervention on transfer and posting of officers on routine basis as per the specific rule provided by the state government.

In its letter addressed to the Chief Secretary, AAPLU claimed that most of the officers, especially in Engineering Department  are serving in capital complex for last several ‘decades’ due to non implementation of proper  transfer and posting policy.

‘The concerned officers must serve the other parts of the state, so that the other officers who are serving in remote areas get equal opportunity for all round development of the state, added AAPLU.

AAPLU alleged that most of the departmental labourers are being used as domestic helpers or as domestic maid by those officers creating heavy losses to the government exchequer. AAPLU urged the Chief Secretary to issue stern order for transfer and posting of officers as per policy.

 

Union seeks road renovation

ITANAGAR, Jul 30: The All Palin Chambang Yangte Gangte and Tarak Langdi Students Union has appealed to the executive engineer PWD Tali division for immediate renovation of deteriorating Chambang road claiming that the said road is entirely damaged by the heavy rain. The union further claimed that people are facing hardship as vehicles are unable to ply and transport essential items.

 

APITU voices against deputation criteria

ITANAGAR, Jul 30: Claiming that existing deputation criteria in the Hydro Power Department is discouraging and depriving genuine candidates, Arunachal Pradesh Indigenous Tribes Union urged the Parliamentary Secretary to discontinue the deputation criteria.

In its representation letter to the parliamentary secretary the union claimed that deputation system in the department deprived the long serving staffs that should be given privilege in promotion.  It questioned the department that how come the department has invited Assistant Engineer on deputation basis while keeping aside senior junior engineers as the department has yet to have departmental promotion committee.

 

CYO urges admn. to act against illegal LPG selling

ITANAGAR, Jul 30: The Capital Youth Organization today urged the district administration to act against the illegal selling LPG cylinder at capital complex. It claimed that there is rampant selling of illegal cylinder which leads to crisis. The union further claimed that they conducted physical survey and found that misuse of domestic cylinder is going on.

 

ASF draws UD’s attention on encroachment

ITANAGAR, Jul 30: The Arunachal Students’ Federation (ASF) drew attention of Urban Development department on rampant encroachment of Govt land by encroachers near Lekhi Public School at Lekhi Village. ASF claimed that encroachers have illegally built a dwelling house and illegally demarcated the area with fence wire. Condemning the department for its alleged negligence to protect its own area, the student body urged the department to act swiftly against the encroachers.

 

Subject teacher sought

ITANAGAR, Jul 30: The All Pakke-Kessang Pijeriang Dissing-Passo Seijosa Students Union (APPDSSU) today sought for immediate posting of senior teacher on economics at government higher secondary school Seijosa saying that the school is running without economics teacher. In a representation submitted to the director school education, APPDSSU also demanded for full fledged headmaster to be posted at government secondary school Pakke-Kessang. The union further added that schools are facing lack of infrastructure.

 

Make available JE vaccine: AAPLU unit

ITANAGAR, Jul 30:  All Arunachal Pradesh Labour Union, Capital Complex Unit today requested the chief minister to look into the alarming situation of Japanese Encephalitis outbreak and procure JE Vaccine immediately to contain the deadly disease from taking toll on poor people.

In a representation to the chief minister the labour union claimed that there is no available vaccine in government hospital as the working class people cannot afford to buy vaccine from the private dispensaries.  So far 13 cases of JE have been detected in which one person dead. It further added that other JE affected states like Assam are managing vaccine for their people.

Meeting on independence day celebrations held at Khonsa

KHONSA, Jul 30: In connection with the ensuing Independence Day a meeting was held in the conference hall of Deputy Commissioner Office in which Tirap SP, HoDs and representatives from 1st Assam Rifles, 36 CRPF, Women’s Welfare Association, Bazar Welfare Committee, SHGs and NGOs actively participated.

Tirap Deputy Commissioner Kamlesh Kumar Joshi asked the gathering to make all out effort to make the national programme a grand success adding that there should invariably be a proper working coordination between the government departments.

Earlier, the DC read out the programme of the last year’s Independence Day celebrations. Tirap SP Ajit Kumar Singhla urged the participants to cooperate with the district Police and other security agencies in creating a conducive environment for grand celebrations. He asked them to report to the police if they found any suspicious movement of people or suspicious objects before and during the celebrations.

Scrapping of lease agreement demanded

ITANAGAR, Jul 30:  Anchal Samity Members of Batt Chimpu Panchayat and Batt Ganga Panchayt wrote a letter to the secretary tourism for immediate cancellation of lease agreement on Ganga Lake (Gekar Sinyi) which department had made  with contractor on 11th November 2009 saying that contractor has failed to maintain  and preserve the tourist spot according to agreement.  The PR leaders also requested the department to look into the dilapidated infrastructure within the Ganga Lake. It strongly opposed for continuation of the said agreement.

 

BSNL urged to activate mobile tower

ITANAGAR, Jul 30: Mondal BJP of Changlang South has appealed to the BSNL authority to immediately activate the mobile tower at Longkey village under Khimyang Circle.

Though the tower was erected in 2011 it has not been made functional till date despite repeated pleas, the Mondal BJP president rued in a release.

“Telecommunication is a basic requirement for everyone in today’s world. But the people of the area are being deprived of the facility. Due to lack of communication problem the Govt. Staff, Defence personnel and general public of the area are facing a lot of problems,” the release said and urged the BSNL authority bring the area under BSNL network coverage by immediately activating the mobile tower.

ITANAGAR, July 30: Attu Dhassang Welfare Society felicitated meritorious students of the Attu Dhassang society at Naharlagun today.

ITANAGAR, Jul 30: Tezu branch of Vivekananda Kendra (VKV) celebrated Guru Purnima at Tezu yesterday.

The programme started with Mangalacharan by VKV Student Tezu.

Ashok Atale, Nagara Sangthak of Vivekananda Kendra, Tezu gave a briefed about Vivekananda Kendra and it’s various service activities in Arunachal Pradesh. In his introduction, he talked about the seed of Swami Vivekananda being sowed in Arunachal Pradesh through Vivekananda Kendra Vidyalayas and various other formal and informal education centres. He also emphasized on the various vocational centres carried out by the Kendra in order to empower the women both socially and economically.

AVP and AR organize armed forces recruitment guidance camp

ITANAGAR, Jul 30: Arunachal Vikas Parishad in collaboration with 1st Assam Rifles (LH) Unit, Khonsa organized armed forces recruitment guidance camp for the youths of Soha circle of Tirap district on July 27.

The camp was inaugurated by AVP’s District Committee Wangphiam Lowang.

The resource persons from 1st Assam Rifles (LH) unit, Khonsa guided the youths how to prepare themselves for physical and written test for recruitment in the armed forces. They conducted written, running and physical tests of the participating youths and recorded the datas for future use.

A medical camp was also conducted in which about 200 patients were treated and medicines distributed free of cost during the day-long programme.

A Volleyball competition was also conducted during the programme in which eight teams from Soha, Turet, Old Doidum and New Doidum participated. Prizes were distributed to the winners by Assam Rifles.

Ngongsi Ngongwa, part time worker of AVP has been honoured as best worker by Assam Rifles. Personnel from Assam Rifles Deomali Company attended the programme.

Tasan Moidam G.B. Soha, Mongwang Rangpang GPM Soha, Wangdep Lowang, Wangphok Ranwa, advisor AVP were also present on the occasion.

Altogether, 96 youths took part in the camp.

Bill to curb frequent bandhs passed in Assembly

ITANAGAR, Jul 30: With frequent bandhs in Arunachal Pradesh badly affecting its economy, the state Assembly today passed Arunachal Pradesh Unlawful Activities (Prevention) Bill 2014 in order to curb the menace.

The bill, which was passed by voice vote, was tabled in the Assembly on July 25 by Home Minister Tanga Byaling.

Highlighting the cascading effect of bandh culture in the state, Chief Minister Nabam Tuki said that Arunachal which had inherited the culture from neighbouring Assam, was incurring a loss of Rs 10 crore per day because of bandhs sponsored by various organisations.

"Arunachal Pradesh, once known as an Island of Peace has been a misnomer in the present day context and the Bill will serve as a deterrent," Tuki said while participating in the discussion.

Reciprocating bouquets and brickbats from members of the House, the Home Minister clarified that the Bill included all unlawful activities.

While assuring that the Bill would not infringe upon the prevailing customary laws in the state, the minister informed that an advisory committee would be constituted for an in-depth study of all the aspects of the Bill for necessary amendments as suggested by the members.

Taking part in the discussion, Opposition leader Tamiyo Taga termed the Bill as "toothless".

Pointing out at mushrooming of students' unions in the state, Taga asked whether the bill would be enough to tackle such a situation.

The BJP MLA also wondered if there was an understanding between bandh callers and the government as the chief minister and other ministers invariably remain absent from the capital during bandh.

PPA Legislature party leader P D Sona while suggesting that a specific bill incorporating a lot of provisions been introduced, said that a vague bill like the Arunachal Pradesh Control of Organised Crime Act (APCOCA) would serve as a Frankenstein instead of curbing the menace.

BJP leader Japu Deru while referring to political interference to prevent arrest of criminals, recalled the arrest of ministers from Tirap district under the APCOCA enacted during 2002, which was later repealed by Chief Minister.

While cautioning the government that the Bill might create another history, Deru suggested enacting a strong law with consensus to contain bandh culture and other unlawful activities in the state.

The House later passed the Bill after Tuki assured amendments as committed by the Home Minister. PTI

 

 

Arunachal Pradesh Housing Board Bill passed

ITANAGAR, Jul 30: Arunachal Pradesh Assembly today passed the Arunachal Pradesh State Housing Board Bill, 2014 by voice vote paving the way for construction of good quality and reasonable priced housing complex in the state.

Urban Development and Housing Minister Pema Khandu, who had tabled the Bill in the House on July 25, said the Bill was aimed to cater to the needs of housing accommodation both in government and private sectors by framing housing schemes and utilization of available land and allocate them as per income level.

The Board, he said, would select sites, besides developing and distributing plots and properties and would construct multi-storeyed apartments, shops and other commercial establishments and rent them to raise funds.

The Board will frame housing improvement schemes and building bye-laws for the safety and comfort of all residents and will establish self-contained housing colonies with the state of art amenities and provide to the public at affordable prices, Khandu said.

The board will enjoy the flexibility in availing funds from the financial institutions and give loan to the public under middle income and low income groups.

Efforts will be to make available softer loans by providing for an interest subsidy and a longer-term repayment schedule, he added. PTI

 

 

Thousands duped by Genex Infra Project Ltd

ITANAGAR, Jul 30: More than 6000 people across the state are set to lose their hard earned money as the people behind investment company Genex Infra Project Limited, Kolkota are on the run. An estimated Rs 16 crore was invested by people across Arunachal Pradesh in the Kolkata based company between 2010-2013 which was being run by Tapan Dutta as CMD, Gaurav Arora as MD, Ratan Dey as Director, Paritosh Bhattacharya as North East Developer while the senior promoters were Kekop Tamut of Molom village, West Siang, Angko Modi of Ngorlung, East Siang, Arun Thapa and Shekar Chetry of Pasighat.

Tapan Dutta has been arrested in May this year after an FIR was lodged in Jan at Aalo Police station.

Interestingly, Angko Modi, one of the senior promoters of the company, who is out on interim bail, is an employee of the Police department.

The company managed to dupe people enticing them with promises of returns as high as 400% for a ten years’ fixed deposit. There were total of 431 financial advisors, unaware of the scam, working for the company who are now facing the wrath of the investors/depositors.

An advisor, who help raise Rs 12 lacs for the company said that he is being constantly harassed and threatened by those who invested in the company.

“One man threatened to take away my child,” he told this correspondent while admitting that he had no idea about the fraud till early this year.

One of the advisor/agents raised Rs 40 lacs, the highest in the state from numerous investors.

Many non tribal advisors have been forced to leave the state as they are unable to deal with the mounting pressure from the investors, he said.

He further said that many agents face losing their properties as the investors are blaming them. In some cases, many have been forced to take loan to pay off the ‘debt’.

Most of the agents are housewives and young unemployed of the state.

The money was deposited in the name of Gen Ex Nirman India Limited, Gen EX Infra Project Limited and in the personal account of Ratan Dey, Director of the company. Interestingly, the banks did not seem to have noticed anything unusual.

The group even purchased a land in Pasighat, the regional headquarters for setting up of a Genex multi speciality hospital, a marketing ploy to buy the trust of the people as well as allure more people.

But agents soon started to suspect something was quite right when large number of depositors were not paid back last year.

Then East Siang DC Talem Tapok during 2012 had even made an appeal to the young Arunachalees to join the company as “it was making healthy contribution to the economy of the state”.

There are reports that atleast 12 such financial scams/Ponzi scams have been come up in the state in the last five years. Perhaps, it is time for the government to turn its attention towards these problems as thousands of investor/agents, mostly vulnerable young unemployed and housewives are being affected by such rackets.  

 

 

State Govt pursuing waiver of Article 371(H) with Centre

ITANAGAR, Jul 30:  The state Govt has been constantly pursuing the Centre to amend the Constitution and waive Article 371 (H) since the attainment of statehood in the year 1987.  This was informed by Chief Minister Nabam Tuki in the Assembly today.

While responding to a question of MLA Nikh Kamin, the CM informed that the law department had written to the Union Ministry of Home Affairs on August 14, 1998 and  again on June 28, 2006  requesting the  Union Govt to bring an amendment to the Constitution to provide Constitutional protection to the people of Arunachal Pradesh in the line with the state of Nagalang and Mizoram under the provisions of Article 371(A) and 371(G). The provisions would protect and safeguard the customary rights of tribal people regarding ownership and transfer of land and forest produces of the state.

MLA Nikh Kamin in a written question wanted to know whether the State Govt has taken steps to waive the Articile 371 (H) of the Constitution of India to place Arunachal Pradesh at par with the other state of Union of India.

According to the provision of Article 371 (H), the state governor has special responsibility with respect to law and order in the state and in the discharge of his functions in relation thereto.

The Chief Minister further informed the Assembly that in the eleventh session of the  Fifth Legislative Assembly a private member resolution was adopted on Sept 21, 2013 to provide special provision for protection and safeguarding the rights of the tribal people of  Arunachal Pradesh and same resolution was forwarded to the Union Ministry of Home Affairs on  April 29, 2014 with a request to take necessary steps to bring an amendment to the Constitution. The matter is now with the Central Govt, the Chief Minister added.

Non-posting of teachers:  There is acute shortage of subject teachers, particularly Science and Mathematics at JTs and STs level in the state, Education Minister Tapang Taloh informed the Assembly  today. He was responding to the question of MLA Tesam Pongte who wanted to know the reason of non-posting of subject teachers of Political Science and Mathmetics to Govt Higher Secondary school, Changlang.

The Minister further informed that state Govt is making all out efforts to address the problem by way of one time relaxation in the appointment of subject teachers, especially in Science and Mathematics subjects. The Govt has also decided to constitute a high level committee to suggest the corrective measures in  education sector.

Responding to a supplementary of MLA Japu Deru, the Minister further informed that his department is in the process of creating posts of senior teacher. Admitting that there is no senior teachers in Nafra Higher Secondary School, the minister said that Govt has taken steps for creation of posts. Deru in his supplementary wanted to know whether the  senior teachers will be posted in this financial year or not.

Posting of specialist doctors: While responding to a supplementary of Wanglam Sawin,  health minister Kalikho Pul informed  the house that the posts of 65 specialist doctors particularly  gynecologist, paediatric, Anesthesiologist and medicine specialist have been created  and  recruitment will be held through the APPSC. After the recruitment, the doctors will be posted at District Hospital Khonsa. Sawin wanted to know what steps were taken for posting of special doctors at District Hospital Khonsa.

SOHA PHC:  At present there is only one  AYUSH doctor (contractual) at Soha Public Health Centre.  The centre requires at least one more medical (Allopathy) officer, health minister Kalikho Pul informed the house adding that there are one allopathy and two homeopathy doctors at Deomali CHC. The  Minister was responding to the question of MLA Wangki Lowang who wanted to know the status of doctors at health centres at Deomali and Soha.

 

 

CM appeals Centre to intervene in shifting of NHPC office

ITANAGAR, Jul 30: Reviewing the situation arising out of the reported shifting of Regional Office of NHPC from Itanagar to Guwahati, Chief Minister Nabam Tuki today wrote a letter to the Union Minister of State (Independent Charge) for Power, Coal and New & Renewable Energy seeking his personal intervention.

Addressing Union Minister Piyush Goyal, Tuki stated that NHPC is a major hydro-power developer in the state implementing several high capacity projects like the 1500 MW Tawang, 3000 MW Dibang and one joint venture of 3750 MW Siang Middle with NEEPCO. He, therefore, asserted that continuation of the present Regional Office headed by an Executive Director at Itanagar is inevitable.

The Chief Minister further informed Goyal that the news of shifting has evoked strong protests, especially from AAPSU and NHPC Contractors Welfare Association.

Reiterating the gravity of the situation, Tuki also informed that the issue has been included for discussion in the ongoing Assembly session as Short Duration Discussion on Thursday.

Taking all these aspects into consideration, Chief Minister appealed to the Union Minister to intervene into the issue and review the decision, if so taken, with view to continue functioning of the NHPC Regional Office at Itanagar.

Meanwhile, Arunachal Pradesh Congress Committee president Padi Richo today sought the intervention of Chief Minister Nabam Tuki to halt such move of shifting NHPC office to Guwahati.  The NHPC had set up its office here as it has been executing many hydropower projects. Its move would go against greater interest of the state, he reasoned.

Richo, in a statement, also urged the CM to sanction adequate fund to various districts and the Capital Complex to take up immediate repair and maintenance of roads damaged by monsoon rains.

 

 

ANSU calls for urgent steps to tackle JE

ITANAGAR, Jul 30: Expressing grave concern over outbreak of Japanese Encephalitis (JE) in Arunachal Pradesh in an alarming rate, All Nyishi Students’ Union (ANSU) has urged the State Government to provide medicines to the patients suffering from the disease free of cost.

The state government, especially the health department must take all necessary steps to control further spread of the disease, said ANSU, and appealed for supply of sufficient free medicines to all government hospitals without further delay before the situation reach out of control.

Apprehending fear that patients suffering from the disease might face serious problem, specially the poor due to reported shortage of medicines for JE, the students union appealed to the state government to make medicines available at free of cost or at an subsidized rate to give succour to the poor patients. ANSU also informed that medicines used for treatment of JE are being sold at exorbitant price taking advantage of the situation.

“We further demand the state government to instruct all private and semi-government undertaking hospitals in the Capital Complex to charge minimum rate for clinical/laboratory testing for JE and free testing at government hospital,” ANSU said.

ANSU urged the health department to conduct awareness programmes in entire rural as well as urban areas, schools and colleges in order to make people aware about Japanese encephalitis, its symptoms, causes and preventive measures to prevent further spread of the disease.

ANSU also appealed to all the doctors to remain alert in their respective place of posting to help the patients.

Meanwhile, ANSU appealed to the state government to constitute a special team of doctors at government level to monitor and coordinate with various district hospitals to facilitate necessary services to the patients suffering from JE as well as to ensure effective implementation of all precautionary measures adopted by it to contain the disease.

 

 

River rafting on Panyor conducted

ITANAGAR, Jul 30: River rafting cum expedition on river Panyor under Lower Subansiri district was organized recently by Taba Techi, ZPM of Yazali in collaboration with members of Arunachal Adventure Association (AAA). The expedition which started on 25th July from Sakiang (Mengio) via Saali in Pistana circle of Yachuli ended at Yazali on 27th July. Expedition was carried out in order to ascertain the scope of river rafting activities in Panyor River to promote adventure sports. The team also carried out survey for the 2nd edition of Panyor river festival to be held in November this year.

The expert suggested and recommended that rafting from Sakiang to Silsango Bridge is not feasible as it has low volume of water with huge boulders in the midst of river. During the expedition, on one of the day the raft flipped and  gushing water washed away all the rations and few equipments too. The team had to sleep a night without having food. Finally after reaching Silsango Bridge with the help of villagers the team collected rations and completed the survey successfully. The team suggested that stretch from Silsango Bridge to Yazali is ideal for river rafting activities. Organizer of the event ZPM Taba Techi extended gratitude to secretary tourism Dr. Joram Beda and deputy director tourism department Gedo Eshe for their logistic supports. He stated without their support, the survey could not have been completed. He appealed to all concern to extend support in order to make Yazali as major tourist destination of state.

 

 

Address the mess first before addressing precarious financial condition: PPA

ITANAGAR, Jul 30: Criticizing the ruling Congress Government in the state for its alleged mis-governance, the People’s Party of Arunachal (PPA) has opined that it should first address the ‘mess’ before addressing the ‘precarious’ financial condition.

“Had the State Government taken the prior and informed consent of the local people, especially those in the river basins before ‘unilateral’ and ‘secret’ allocation of the power projects to the power developers, by now, more than half the total installed capacity of 58,000 MW of power would have been completed and free power share worth Rs 3000 crores would have come to state exchequer annually,” PPA stated in a release.

“Had the State Government guided by the Congress led UPA government at the Centre followed the universally accepted financial prudence of competitive bidding process in allocating hydro-power projects and avoided the dubious method of ‘pick and choose’ that had resulted in financial loss to the tune of spectrum allocation scam or even more than the coalgate scam, the precarious financial health of the state as revealed by HR Paliwal, former Chief Secretary could have been averted,” the party said.

Addressing an executive body meeting of the party, party general secretary T Naksang said that the first come first get method followed in allocation of hydro and coal projects brought no real benefit to the people except anti-dam movement and political wrangling over the ill gotten money from the so called power developers.

The party further stated that the Govt. both at the Centre and the State have miserably failed to bring some major amendments in the Hydro Power Policy of 2001-02 framed during NDA regime which takes no cognizance of the special constitutional safeguards given to the State of Arunachal under Nehru Alwin Policy.

Party working president Kahfa Bengia pointed out that the State Government even did not spare the future free power share of the state and collected a huge sum of Rs 225 crore from the NHPC to revive the sick Apex Bank which in turn created a debt liability payable at the compound interest rate of 9% to NHPC. In the wake of the anti Dam movement in Assam and the anti Dam stand taken by the top BJP leadership on the issue, the poor State of AP is further pushed to massive future debt liabilities, he said.

According to Bengia, the Govt. has also failed to make judicious and transparent use of the 90 thousand million metric tons of coal deposit in the State.

“Instead of making the AP Mineral Development and Trading Corporation vibrant and professional body to bring in thousands of crore from coal and other mineral business ventures, the Government always adopted an ad-hoc policy and preferred gifting of the whole black gold to be exploited by one or two coal mafias in the sector,” he alleged.

Further, the ninety ten ratio in profit sharing with private companies has resulted in a loss to the tune of several hundred crores to the state exchequer, he claimed.

The PPA leadership advised the former CS to advice the Govt. to do away with practice of appointing countless Parliamentary Secretaries, Chairmen and Vice Chairmen, Advisors and Chief Advisors etc. and  to downsize the unnecessary staff and vehicles dumped in all AP Bhavans throughout the Country, prevent revenue leakages, cut in lavish VIP tours and celebration of expensive fairs and festivals, early  implementation of the Lok Ayukta laws and adopt zero tolerance to corruption in public life  and root out the culture of bandh calls allegedly mastermind by the politicians themselves.

The party, however, said that the single most important issue that needs to be the topic of discussion for long term interest of the State and to people is putting Arunachal under Article 371(A).

“The Defective Statehood Act of 1987makes the Central Govt. masters of the rich natural and cultural resources. Unless this is amended in the Constitution, the mainstream political parties would continue to exploit the rich natural resources of the state,” the party cautioned.

According to PPA the Hydro power and Coal power mess in Arunachal are offshoots of Arunachal being controlled by New Delhi based political class through the provisions of Arunachal being not under Article 371(A).

Time has come for the Arunachalees to demand for its control over the resources through a major constitutional amendment of the “defective’ and ‘weak’ Statehood Act of 1987. Only then we can dream of a becoming the richest in Hydro, coal and natural gas, biodiversity reserves, cultural mosaic, tourist hub etc.

 

 

Practice what you preach

The issue of racism and discrimination of the North- east people in the country’s mainland is a sad truth, one that makes us doubt the accuracy in the famous ‘unity in diversity’ slogan that the country is known to stand for.

For years the North-east youths have experienced discrimination and been subjected to ridicule and mockery because of our distinct facial features, many north-east associations and leaders have also expressed concern over the same issue. The recent death of a young Arunachalee student in the country’s capital after being brutally beaten led to a massive protest rally as large number of  the North- East region’s populace came together to condemn and protest against racial discrimination.

Furthermore, the recent death of yet another man from Manipur has again stirred up fear and rage in the North east region even though the incident may or may not have been precisely racist in nature. The minister of State for Home Kiren Rijiju alleged it as a pre-planned act while the Delhi police announced it as a case of road rage but for those of us belonging to the region and familiar with the discriminatory experience evident in most of the parts of the country, any physical or verbal attack involving a north-eastern in the mainland is seen as a racist behaviour and it is understandable too. However, while we seek for equal treatment and for racial discrimination against north-eastern people to be stopped, it is also equally important to practice what we preach.

We complain when the north-east girls and boys are eve teased for their attire and hairstyles, we demand for justice and equality condemning the non- Indian treatment and the acknowledgement of the north-east and it’s people by the rest of the country as Indians but how often do we acknowledge the same behaviour or misbehaviour that the mainlanders settled in the parts of North-east experience and more importantly even consider it as an act of racism?

A fellow non-APST student of mine was once threatened by the bus conductor of our own university bus when he refused to pay for the ride being a student of the same university and despite telling the conductor that he had the university identity card to prove it. The particular incident may or may not be considered as a case of racial discrimination and rather a case of misbehaviour on the part of the conductor to earn some extra money through the passengers but it is also a inevitable fact to consider that my classmate was the only non-APST in the bus and the only one to be asked to pay for the ride. There are various such incidents that go unnoticed and complains that we choose not to hear or even if we do, we blindly decide that it is not racial discrimination.

We frown when we someone call us ‘chinky’ and but nevertheless in our home state we often carelessly use our own local words for the non-tribal’s to refer to them and what’s more  if they dare to raise their voice against it or call it discriminatory we are offended and take it in as an insult to our pride. It is almost as if we only see ourselves as victims of racism and never the possible culprit.

Racism is a sensitive issue, which is also intricate in its nature and cannot be curbed in a day or two because for the most part it also involves psychological conscience of an individual which can’t be so easily altered into what the rest of the world considers as good or bad. However, it is imperative that we learn to accept our cultural differences, give what we seek to receive and more importantly practice what we preach after all, the world is what we make out of it.

 

 

Intensified diarrhoea control fortnight launched in Tawang, LDV & Upper Siang

ITANAGAR, Jul 30: The Tawang District Health Society and NRHM kicked off intensified diarrhoea control fortnight at Khando Dowa Zangmo district hospital here yesterday.

While inaugurating the campaign, Tawang Zilla Chairperson Jambey Tsering requested the medical department to educate the villagers about causes of diarrhea and its preventive measures to ensure zero death. He assured all possible help from his side and promised to propagate the key massage of IDCP to all PRI members and also to the villages.

Tawang DRCHO Dr Lobsang Tempa emphasized on the need to create awareness on the use of ORS and Zinc tablets in diarrheal cases and requested the Zilla Chairperson to involve all PRI members in creating awareness among the villagers. He further requested ICDS and education department to involve anganwadi workers and teachers in the awareness campaign.

DMO Dr Wangdi Lama briefly outlined the proposed tasks of the health department during the campaign fortnight and requested all the stakeholders to propagate the message to all the villages.

He requested All India Radio, Tawang to translate the key message of IDCF into local dialect and broadcast it for far reach of the programme. He said ANMs and AWWs will be making door to door visits to distribute ORS packets and to demonstrate the methods of preparing ORS solution while Zinc tablets corners will be put up in all health facilities.

Tawang Deputy Commissioner  (in-charge) Wanja Ramdasow, assured all possible help from District Administration while promising communication to all circle headquarters for rendering all possible help to Health, ICDS, education department in  propagation of the message of IDCF.

Dondup Pema, CDPO, Tawang and Yangdron Lhamu, in charge, DDSE, also spoke on the occasion, and assured full support from their respective departments.

ROING: The Intensified Diarrhoea Control Fortnight 2014 was launched by Lower Dibang Valley Deputy Commissioner Shiv Kumar at Anchal Samiti Hall, Roing.

The IDCF is being observed from July 28 to August 8 with the theme, “Reduce Childhood Mortality Related to Diarrhoea to Zero” and “Protect your Child from Diarrhoea for Healthy Life”.  The programme is being implemented by the Department of Health & Family Welfare Department, Roing.

Deputy Commissioner in his inaugural speech said that health scenario in the country is poor because of poor implementation of health schemes despite having excellent planning. He called upon the health workers especially the ASHA’s to actively and sincerely carry out their duties in creating awareness among the villagers saying that many children succumbed to diarrhoea due to lack of awareness on the part of parents in villages. He asked them to prepare a family index of their respective villages and make house to house visits for creating awareness regarding precautionary measures like safe drinking water, sanitation, personal hygiene and appropriate nutrition to the children for making this programme successful and to make this district diarrhoea free. He further suggested to involve Anganwadi Workers as most of the village pre-school children under 5 years of age goes to Anganwadi Centres.

District Medical Officer  Dr D Wange in his introductory speech has highlighted the aims and objectives of the programme. He informed that diarrhoeal death accounts for 11% of all under 5 years deaths in India. Around 2 lakhs children die due to diarrhoea in India every year and the worst affected are malnourished and under 2 years of age children. Diarrhoeal mortality is highest in children hence special campaign to prevent and control childhood diarrhoeal deaths.

He further informed that almost all diarrhoeal deaths can be averted by timely intervention  with ORS. Diarrhoea can be prevented with safe drinking water, personal hygiene (hand washing), breast feeding and appropriate nutrition. Age appropriate infant and young child feeding practices (IYCF) are key to prevention of malnutrition, Dr Wange added.

Dr M Basar, DRCHO has highlighted the activities to be taken under IDCF through power point presentation. He informed that during the 1st Week, Sensitization of ASHA/AWW/health workers at facility level, ORS distribution and counseling through home visits by ASHA to families of all under five children and establishment of ORS-Zinc Corners in the facilities with hand washing demonstration and practice in schools. The 2nd Week activities involves initiation of breastfeeding immediately or within 1 hour of birth, IYCF demonstration at counseling sites and Medical management of under nourished at health facility/referral. Common activities for both weeks to be taken up are capacity building for implementation of IDCF, Intensive Awareness generation – Meeting, IPC, FGD, VHND, Facility ASHA Day, Posters  and Banners, Multi sectoral involvements – AWCs, Schools, PRI, etc.,

He further informed that District IDCF Committee headed by Deputy Commissioner as chairman will act as nodal committee for all monitoring and supervision in the district and sub-district level. He further called upon each one especially the ASHA’s, teachers, Anganwadi workers, PRI leaders to cooperate and actively participate to make this Intensified Diarrhoea Control Fortnight a successful and meaningful one in the district quoting the quotation, “Saving a Child’s Life is Nearest to the Godliness, Let us all actively participate in this noble mission”.

It was informed that the IDCF was supposed to be launched on July 28 last in the district but due to stationed of the entire medical teams at Paglam Circle due to report of outbreak of Japanese Encephalitis like cases in Assam side near the Arunachal-Assam border areas, the launching of the programme was delayed for two days.

Public hearing consultation on Talong Londa Hydro Electrical Project held

SEPPA, Jul 30: Public hearing consultation for grant of environmental clearance of Talong Londa Electric project (225 MW) executed by M/s GMR Londa Hydro Power Private Ltd. conducted by Arunachal Pradesh State Pollution Control Board (APsPcB) in collaboration with District Administration passed off peacefully at Karwa near Prayer centre under Bameng circle of East Kameng yesterday.

Deputy Commissioner, Sandeep Kumar Singh presided over the meeting which was attended by a team from APSPCB led by Jumli Kato, Sr. Scientist.

Er. Sanjiv Kumar Jha an Engineer of GMR company while highlighting the salient features of the project informed that Talong Londa Hydro Power Project with 225 Mw capacities is run of the river scheme having concrete gravity dam, 490m to elevation & 108.50 m top elevation. He briefed about the profile of the GMR company and informed that project had been allotted to GMR energy limited by Govt. of Arunachal Pradesh through international competitive bidding process on BOOT basis for 40 yrs period. While clarifying the misconception of the affected people and the downstream, he said that every safety measures have been taken into account in the DPR for any type of unforeseen circumstances like earthquakes and natural calamities. Talking about fear of diminishing of fishes in the minds of the local people, he informed that minimum water flow level provision has been kept even in the lean season.

Dite Londa, Chairman, Project affected peoples’ committee submitted 21 points memorandum which included re-survey of land & property and re-identification of land owner; re-fixation of compensation rates in due consultation with land owners; clarification of forest and private land; forest right or compensation be given to land owners; enhancement of provision for local area development; job reservation; establishment of senior secondary school for affected village and so on.

Speakers from the affected families including the people of the downstream welcomed the project and the issues raised by them was on delay of dam, handsome compensation rates and safety and security measures after construction of the dam.

Pinjang Londa said that most of the rural economics run through fishes for which adequate compensation should be given for ‘Ngokia Kaung’ after proper identification.

Er. V.K. Sharma, Dy. CEO clarified that compensation rates be worked out by the District Administration based on State and Central Govt. prevailing policies which will be agreed upon and binding. Talking about the concrete wall for all catchment areas, he said that weak zone shall be identified and strengthened.

Sandeep Kumar Singh, DC appreciated the people of the affected areas for their positive gesture and welcoming the project for all round development. He clarified that problems raised by the affected families and also of Talong & Myora village shall be taken care maintaining two-way traffic during fixation of compensation rates. There can’t be a unilateral decision from the company or the District Administration in this regard, he added. While praising for the scenic beauty of Arunachal Pradesh, he stressed on the need to stake a balance on development and environment having meticulous execution of the project. DIPRO

 

 

DRDA governing body meeting held

YINGKIONG, July 30: The 20th Governing Body meeting of DRDA Upper Siang district for the session 2014-15 was held here at DC’s conference hall today.

The Deputy Commissioner-cum-CEQ, Dr. Tariq Thomas participating in discussion said proper assets must be created out of the DRDA schemes and there shouldn’t be any duplicacy with the schemes of the other development programmes like the schemes of the BADP and MSDP and therefore, the proposed scheme must be thoroughly verified before making final touch for sanction. He added that the assets so created must be beneficial to the mass rural population.

The Upper Siang Zilla Chairperson Apel Modi advised all the PRI members to understand their  responsibilities,  powers and functions laid down in the Arunachal Panchayat Raj Act and get the works, schemes done in practical, fulfilling the needs and grievances of the poor and needy people belonging to BPL.

The Project Director Hengo Basar highlighted the achievement of  RD programme for year 2013-14 and thereafter presented the budget under DRDA Admin in the session 2014 – 15. All the BDOs Yingkiong, Jengging, Mariyang, Geku, Tuting and Singa-Gelling presented the draft AAP of RD programme for the year 2014-15.

In the miscellaneous discussion ZPM Bading Teng appealed the government officers to provide proper intimation to the elected PR members while preparing schemes as duplicacy arise due to lack of coordination between officers and PR members.

‘If you want to be an achiever be a reader’

ITANAGAR, Jul 30: “If you want to be an achiever in life, be a reader. And library books cultivate the habit of reading.”, said Y. Riba, District Library & Information Officer, Tezu while giving away the awards to dedicated reader-activists at the 8th Annual Day Celebrations of the Lohit Youth Libraries at Tezu yesterday.

“Imparting training in reading to others is an important contribution to society and I am very proud of you”, she complimented the Bamboosa Library activists, after witnessing the various items presented by new library readers who had attended a 10-days training workshop at Bamboosa Library, Tezu.

Riba also heartily applauded the mother of Etalo Mega, Bamboosa Library I/c, who received, on behalf of her son, a memento of honour for dedicated honorary service for the last 7 years, as the latter was unable to attend the function.

Speaking on the occasion, Ankhyanso Kri, Head Master, Telluliang Govt. Sec School and patron of Hutung Library, Anjaw, outlined how the Lohit Youth Library Movement has produced gifted reader-activists and confident youth, through a variety of reading programmes over the last 7 years. Pointing to the emergence of dedicated activists who won laurels on many platforms outside Arunachal, he hoped that many more will emerge winners in life by being a part of the Library Movement.

Ashish Singh, a class  XII student of Govt. Hr Sec School Tezu, the first ever reader-activist of Bamboosa Library, sketched his 7 years of close association with Bamboosa Library and how he emerged from a timid story-teller to a successful activist, thanks to the very friendly learning environment in the Bamboosa Library.

Bialu Khambrai, another student narrated how several foreign and Indian delegates appreciated the Bamboosa Library team’s excellent performance in the International Children’s Library Conference in Delhi in Feb 2014.

Tracing the steady growth of the Lohit Youth Library Network, the Coordinator gratefully remembered the Govt agencies as well as several patrons and well-wishers who have been contributing, most of them from their salary income, to help spread the reading movement in Arunachal.

The Annual Day also marked the concluding function of the 10-days training workshop organised by Rejum Potom, teacher-volunteer, Bamboosa Library.

Nearly 30 students from Govt Sec School & VKV Tezu participated in the workshop. The eager exclamation “We would now become reader-activists!” from the young participants from VKV Tezu was a testimony to how interesting the sessions were.

 The celebrations came to an end with “Mulla Nasruddeen in kabaristan”, a delightful show of histrionics and mastery of language by Bamboosa Library’s ace-performers Ashish Singh, Abhinav Dwivedi and Ashish Mishra, all cl. XII, GHSS, Tezu.

 

 

67,321 sq km in Arunachal under forest cover

NEW DELHI, Jul 30: A total of 67,321 sq km area in Arunachal Pradesh and 77,522 sq km area in Madhya Pradesh are under forest cover, Lok Sabha was informed today.

Minister for Environment and Forests Prakash Javadekar said out of 83,743 sq km geographical area, 67,321 sq km area under forest cover in Arunachal Pradesh while in Madhya Pradesh, out of the 3,08,245 sq km geographical area, 77,522 sq km area are under forest cover.

In Maharashtra, out of 3,07,713 sq km geographical area, 50,632 sq km area are under forest cover, while in Odisha, out of 1,55,707 sq km geographical area, 50,347 sq km area are under forest cover.

Javadekar said Forest Survey of India, Dehradun, carries out monitoring of forest cover in the country on a biennial basis using remote sensing data and forest cover mapping of the country on wall-to-wall basis using remote sensing technology. This was being carried out since 1987.

"The satellite data provides a synoptic view of the area and one satellite scene covers approximately 20,000 sq km on the ground. The satellite undertakes repeat data acquisition after a period of 24 days. Thus, remote sensing technology provides a time series data of a given area in a cost effective manner which is useful for the forest cover assessment," he said.

Javadekar said afforestation in the country is taken up under various centrally sponsored schemes such as National Afforestation Programme, Mahatma Gandhi National Rural Employment Guarantee Scheme, Integrated Watershed Management Programme, National Bamboo Mission and under Compensatory Afforestation Fund Management and Planning Authority, 13th Finance Commission Grant, different state plan/non-plan schemes, including externally aided projects.

Learn from mistake

In a tragic incident a man lost his life while trying to extract lead from a discarded bomb at Mandaling village near Tawang bordering China. As per the report the incident occurred on Monday morning when Dorjee Tsering, a scrap dealer, hammered the bomb leading to the explosion. The discarded bomb, suspected to be a misfired bomb from the firing range of Indian Army, was found from the nearby jungle where the scrap dealers often go to collect discarded ammunitions for lead extraction.

Arunachal being border state has massive military presence. Often it is seen that military personnel sets up firing range nearby the civilian areas. For many poor people these firing ranges become source of income. The metal extracted from firing range is sold as scrap. However, sometimes they pick discarded live bombs which cause unfortunate incident. The army and other military wing should not establish firing range near civilian area. District administration should take military into confidence and ensure shifting of firing range from civilian area. Army should also make sure that they don't leave any live bomb at firing range. After every firing practice they should properly scan the area, so that unfortunate incidents like that of Tawang is not repeated.

Road safety: A greater concern

Dear Editor,

About 1.42 lakhs people die in road accidents every year in India (2011 report). These numbers translate into roughly one road accident per minute and one road accident death every four minutes for India. Our state Arunachal Pradesh is no exceptional to this case. No days, weeks and months pass by without news on road accidents, violation of traffic rules and deaths caused by such road accidents. In particularly, the capital complex region it is more vulnerable. The reason is, with the growing urbanization, population and vehicular traffic; it has narrowed the breadth and size of existing roads,  causing more traffic, accident cases and concern over the safety of road and lives.

Many people drive their vehicle so recklessly and speedily, not even keeping in their mind the conditions and kind of road they are driving on. Ours is a hilly region where a vehicle has to maintain their speed under 40s-50s per km.

The pathetic conditions of our road and highways around capital city. With no proper drainage system, the water directly flowing flat over the roads has created many paths -holes over the roads. The vehicles while trying to escape those holes are making more traffic jam and sometime causing accidents.

Violation of traffic rules is becoming another challenge on road safety. People, bother less about following traffic rules than reaching their destination. Perhaps, violating traffic rules here is consider to be a heroic act than condemnation (at least at personal level)  

There is a mismatch between the existing road capacities and the number of vehicles in our state. Our capital city roads are too narrow to accommodate the growing number of vehicles plying at a time.

Road safety should be a top priority at both the government and citizen level.

Like, National Road Safety Policy our state should also need to have ‘State Road safety policy’. This Policy outlines various policy measures such as promoting awareness, establishing road safety information data base, encouraging safer road infrastructure including application of intelligent transport, enforcement of safety laws etc.

The concept of four E’s of Road Safety that is Education, Enforcement, Engineering (roads as well as vehicles) and Emergency care should be adopted as road safety principles by both the government and people.

Besides, Road safety awareness has to be conducted at schools, colleges and university, district HQs. and local government levels by the government agencies, police departments, media partners, NGOs, etc. Since the departments of Transport, Police, Health, Justice and Education has a co-relation with the cause and concern for road safety, the government should focus on their synthesis and work.

At citizen’s level, in order to reduce the traffic jam and at a point to avoid the maximum chances of accidents people should opt for travelling in public transport like ; Bus, Train. It should be the moral duty of every responsible parent not to allow their children to drive a car or bike before they are fully grown up and well experience with driving and traffic rules.

One should always mind it that violation of traffic rules, reckless and rag driving not only hamper one’s life and property but can also be a reason for another person’s injury, death and loss of property.  Principle of “One Family, One Car” should be maintained as we observe this road safety decade.

Pay our salary

Dear Editor,

I would like to draw the attention of the present Govt. & authorities concern towards the hardship faced by the (SSA) teachers due to the irregular monthly salary even after discharging our duties regularly and honestly for the interest of the public of Arunachal Pradesh by serving mostly in the hard areas at every corner of the sate without denying or any hesitation & often leaving our families with empty stomach.

They are unwilling to hear the hue and cry of SSA teachers regarding the payment of fixed monthly salary which is pending since four months. So, as a result we often have to face lots of financial constraints which affect our family life as well as personal life from bad to worse creating lots of problems & leading our lives with burden & tension all the moment. Under such circumstances how can one discharge his or her duties in a perfect way? My question is why the Govt is not adopting any policy to regularize the payment system in a systematic manner? We get only fixed monthly salary without any allowances and if this continues then, we would say sorry and teachers would also have to opt just the reverse to the norms of SSA - “ No work, No pay” as there is no option left.

Hence, it is our request and appeal to our people friendly Govt and authorities concern to look into this matter sympathetically & kindly release our pending four months’ salary without further delay.

Through your daily esteemed newspaper I would like to share the problems being faced by the people of Aalo due to electricity.  Each and every minute a day, the power goes on and off. I am amazed by the fact that what the electricians or the electricity department of Aalo is doing, that causes the power to be on-off each and every minute, every single day. No doubt all of us have T.V, Cell-phones, Fridge, Computers, and different kinds of electronics in our house. Don’t they understand the fluctuation caused by the continuous on and off of the power supply may damage these things? It seems like someone is playing with the switch. Each time if a person calls and asks why this happening is, their answer would be “they are doing maintenance somewhere”. I wonder if they are doing maintenance everyday then what on earth they were doing all these days that can’t fix the problem. And most of the time there excuse would be “there is a problem in Daporijo or in Ziro”. They never say we have a problem. I remember 2 or 3 years back there was a total blackout at Aalo for almost a month. When we asked about the problem, they said “Daporizo nahi to Ziro mai kahi problem hota hoga”. But the actual matter was that there was some problem in the machine located at a power-station of Aalo. After so many days they hired a technician from another place. We came to know it later when someone told us. People of Aalo are very disappointed with this. It seems either the electricity departments are recruiting dull engineers or the technicians aren’t trained well enough to be in the post which they are holding. We all rely on electricity. It is a basic necessity of our daily lives. My heartiest appeal to the concerned department is to kindly look into the matter and takes necessary action as soon as possible.

Dear Editor,

I would like to express my gratitude to Chief Minister Nabam Tuki for keeping his word to establish a film division in Arunachal Pradesh which is a long cherished dream of film makers of this State.

It was also one of the agendas of the 2014 Election Manifesto of the Congress.

Now truly, the particular agenda has already translated into reality by incorporating Rs.50 lakhs in 2014-2-15 budget to establish a film division unit in the State which was announced in his budget speech on 26th July 2014. I am thankful to Chief Minister Nabam Tuki for his kind concern for film fraternity of Arunachal Pradesh.  

After spending 29 years long in this field  and finding a policy in a concrete shape for film during Assembly budget speech by Chief Minister Nabam Tuki  on 26th July 2014 is still  like a dream for me.

In fact, annual film festival event in the State has also come up with the support of his Government in March 2013 & March 2104 which was organised by IPR Department, Govt of A.P.

The support of Chief Minister Nabam Tuki for development of film in Arunachal Pradesh will be engraved in the history of film development of this State.

A condemnable policy

Dear Editor,

The rampant transfer of the Govt. servants from Basar area is really condemnable as these days none of the leaders seem to be using this method to silence the opposition in other places. After all who can stop ones fundamental right? Hopefully the establishment will realize their mistake very soon and understand the importance of appeasing the other party also. It is time to give emphasize on real development by a leader.

There is a need for posting of ST in the Physics, Biology and Agriculture subjects in Basar H.S School and the Government should do something regarding this. And there is also a need for a Library and the Science Lab in Basar H.S School.
