Modi govt asks ‘Babus’ to declare assets before Sept 15
NEW DELHI, Jul 30: The Central government has set September 15 as the deadline for all government servants to declare their assets and liabilities.
As per the notified rules under the Lokpal and Lokayukta Acts, it is mandatory for all public servants to declare their assets and liabilities as on March 31 every year on or before July 31 of that year. The employees need to declare motor vehicles, aircraft, yachts or ships, gold and silver jewellery and bullion possessed by them, their spouses and dependent children.
Government sources said that orders were issued for giving some more time to ‘babus’ for declaring the same as the conduct rules for different services and ranks were yet to be finalized.
The assets declarations by the Central government employees will be put in public domain.
Meanwhile, the Department of Personnel and Training (DoPT) has finalized the rules to be followed by public servants in this regard.
According to the notified rules, the competent authority can exempt an employee from declaring assets valued at less than four months’ basic salary or Rs 2 lakh. (Source India TV)
‘No urgency in legalizing euthanasia’
ITANAGAR, Jul 30: Arunachal Pradesh Health & Family Welfare Minister Kalikho Pul today said there was no urgency to legalize euthanasia as the issue was not Arunachal specific but a national one.

Earlier raising the issue, Sona called for an adjournment motion for a detailed debate on the issue saying countries like Belgium, Luxembourg, Switzerland and Netherlands have made it legal.
However, Speaker Nabam Rebia did not allow it.
AAPLU urges CS intervention on routine transfer & posting of officers
ITANAGAR, July 30: All Arunachal Pradesh Labour Union (AAPLU) has urged the Chief Secretary for his intervention on transfer and posting of officers on routine basis as per the specific rule provided by the state government.
In its letter addressed to the Chief Secretary, AAPLU claimed that most of the officers, especially in Engineering Department are serving in capital complex for last several ‘decades’ due to non implementation of proper transfer and posting policy.
‘The concerned officers must serve the other parts of the state, so that the other officers who are serving in remote areas get equal opportunity for all round development of the state, added AAPLU.
AAPLU alleged that most of the departmental labourers are being used as domestic helpers or as domestic maid by those officers creating heavy losses to the government exchequer. AAPLU urged the Chief Secretary to issue stern order for transfer and posting of officers as per policy.
Union seeks road renovation
ITANAGAR, Jul 30: The All Palin Chambang Yangte Gangte and Tarak Langdi Students Union has appealed to the executive engineer PWD Tali division for immediate renovation of deteriorating Chambang road claiming that the said road is entirely damaged by the heavy rain. APITU voices against deputation criteria
ITANAGAR, Jul 30: Claiming that existing deputation criteria in the Hydro Power Department is discouraging and depriving genuine candidates, Arunachal Pradesh Indigenous Tribes Union urged the Parliamentary Secretary to discontinue the deputation criteria.
In its representation letter to the parliamentary secretary the union claimed that deputation system in the department deprived the long serving staffs that should be given privilege in promotion. ITANAGAR, Jul 30: All Arunachal Pradesh Labour Union, Capital Complex Unit today requested the chief minister to look into the alarming situation of Japanese Encephalitis outbreak and procure JE Vaccine immediately to contain the deadly disease from taking toll on poor people.
In a representation to the chief minister the labour union claimed that there is no available vaccine in government hospital as the working class people cannot afford to buy vaccine from the private dispensaries. So far 13 cases of JE have been detected in which one person dead. It further added that other JE affected states like Assam are managing vaccine for their people.

BSNL urged to activate mobile tower
ITANAGAR, Jul 30: Mondal BJP of Changlang South has appealed to the BSNL authority to immediately activate the mobile tower at Longkey village under Khimyang Circle.
Though the tower was erected in 2011 it has not been made functional till date despite repeated pleas, the Mondal BJP president rued in a release.
“Telecommunication is a basic requirement for everyone in today’s world. But the people of the area are being deprived of the facility. Due to lack of communication problem the Govt. AVP and AR organize armed forces recruitment guidance camp
ITANAGAR, Jul 30: Arunachal Vikas Parishad in collaboration with 1st Assam Rifles (LH) Unit, Khonsa organized armed forces recruitment guidance camp for the youths of Soha circle of Tirap district on July 27.
The camp was inaugurated by AVP’s District Committee Wangphiam Lowang.
The resource persons from 1st Assam Rifles (LH) unit, Khonsa guided the youths how to prepare themselves for physical and written test for recruitment in the armed forces. They conducted written, running and physical tests of the participating youths and recorded the datas for future use.
A medical camp was also conducted in which about 200 patients were treated and medicines

Bill to curb frequent bandhs passed in Assembly
ITANAGAR, Jul 30: With frequent bandhs in Arunachal Pradesh badly affecting its economy, the state Assembly today passed Arunachal Pradesh Unlawful Activities (Prevention) Bill 2014 in order to curb the menace.
The bill, which was passed by voice vote, was tabled in the Assembly on July 25 by Home Minister Tanga Byaling.
Highlighting the cascading effect of bandh culture in the state, Chief Minister Nabam Tuki said that Arunachal which had inherited the culture from neighbouring Assam, was incurring a loss of Rs 10 crore per day because of bandhs sponsored by various organisations.
"Arunachal Pradesh, once known as an Island of Peace has been a misnomer in the present day context and the Bill will serve as a deterrent," Tuki said while participating in the discussion.
Reciprocating bouquets and brickbats from members of the House, the Home Minister clarified that the Bill included all unlawful activities.

Pointing out at mushrooming of students' unions in the state, Taga asked whether the bill would be enough to tackle such a situation.

PPA Legislature party leader P D Sona while suggesting that a specific bill incorporating a lot of provisions been introduced, said that a vague bill like the Arunachal Pradesh Control of Organised Crime Act (APCOCA) would serve as a Frankenstein instead of curbing the menace.
BJP leader Japu Deru while referring to political interference to prevent arrest of criminals, recalled the arrest of ministers from Tirap district under the APCOCA enacted during 2002, which was later repealed by Chief Minister.
While cautioning the government that the Bill might create another history, Deru suggested enacting a strong law with consensus to contain bandh culture and other unlawful activities in the state.

Thousands duped by Genex Infra Project Ltd

ITANAGAR, Jul 30: More than 6000 people across the state are set to lose their hard
earned money as the people behind investment company Genex Infra Project Limited,
Kolkota are on the run. An estimated Rs 16 crore was invested by people across Arunachal
Pradesh in the Kolkata based company between 2010-
Tapan Dutta has been arrested in May this year after an FIR was lodged in Jan at Aalo Police station.
Interestingly, Angko Modi, one of the senior promoters of the company, who is out on interim bail, is an employee of the Police department.
The company managed to dupe people enticing them with promises of returns as high as 400% for a ten years’ fixed deposit. There were total of 431 financial advisors, unaware of the scam, working for the company who are now facing the wrath of the investors/depositors.
An advisor, who help raise Rs 12 lacs for the company said that he is being constantly harassed and threatened by those who invested in the company.
“One man threatened to take away my child,” he told this correspondent while admitting that he had no idea about the fraud till early this year.
One of the advisor/agents raised Rs 40 lacs, the highest in the state from numerous investors.
Many non tribal advisors have been forced to leave the state as they are unable to deal with the mounting pressure from the investors, he said.
He further said that many agents face losing their properties as the investors are blaming them. In some cases, many have been forced to take loan to pay off the ‘debt’.
Most of the agents are housewives and young unemployed of the state.
The money was deposited in the name of Gen Ex Nirman India Limited, Gen EX Infra Project Limited and in the personal account of Ratan Dey, Director of the company. Interestingly, the banks did not seem to have noticed anything unusual.
The group even purchased a land in Pasighat, the regional headquarters for setting up of a Genex multi speciality hospital, a marketing ploy to buy the trust of the people as well as allure more people.
But agents soon started to suspect something was quite right when large number of depositors were not paid back last year.
Then East Siang DC Talem Tapok during 2012 had even made an appeal to the young Arunachalees to join the company as “it was making healthy contribution to the economy of the state”.
There are reports that atleast 12 such financial scams/Ponzi scams have been come up in the state in the last five years. Perhaps, it is time for the government to turn its attention towards these problems as thousands of investor/agents, mostly vulnerable young unemployed and housewives are being affected by such rackets.
State Govt pursuing waiver of Article 371(H) with Centre

ITANAGAR, Jul 30: The state Govt has been constantly pursuing the Centre to amend the Constitution and waive Article 371 (H) since the attainment of statehood in the year 1987. This was informed by Chief Minister Nabam Tuki in the Assembly today.
While responding to a question of MLA Nikh Kamin, the CM informed that the law department had written to the Union Ministry of Home Affairs on August 14, 1998 and again on June 28, 2006 requesting the Union Govt to bring an amendment to the Constitution to provide Constitutional protection to the people of Arunachal Pradesh in the line with the state of Nagalang and Mizoram under the provisions of Article 371(A) and 371(G). The provisions would protect and safeguard the customary rights of tribal people regarding ownership and transfer of land and forest produces of the state.
MLA Nikh Kamin in a written question wanted to know whether the State Govt has taken steps to waive the Articile 371 (H) of the Constitution of India to place Arunachal Pradesh at par with the other state of Union of India.
According to the provision of Article 371 (H), the state governor has special responsibility with respect to law and order in the state and in the discharge of his functions in relation thereto.
The Chief Minister further informed the Assembly that in the eleventh session of the Fifth Legislative Assembly a private member resolution was adopted on Sept 21, 2013 to provide special provision for protection and safeguarding the rights of the tribal people of Arunachal Pradesh and same resolution was forwarded to the Union Ministry of Home Affairs on April 29, 2014 with a request to take necessary steps to bring an amendment to the Constitution. The matter is now with the Central Govt, the Chief Minister added.

The Minister further informed that state Govt is making all out efforts to address the problem by way of one time relaxation in the appointment of subject teachers, especially in Science and Mathematics subjects. The Govt has also decided to constitute a high level committee to suggest the corrective measures in education sector.
Responding to a supplementary of MLA Japu Deru, the Minister further informed that his department is in the process of creating posts of senior teacher. Admitting that there is no senior teachers in Nafra Higher Secondary School, the minister said that Govt has taken steps for creation of posts. Deru in his supplementary wanted to know whether the senior teachers will be posted in this financial year or not.
Posting of specialist doctors: While responding to a supplementary of Wanglam Sawin, health minister Kalikho Pul informed the house that the posts of 65 specialist doctors particularly gynecologist, paediatric, Anesthesiologist and medicine specialist have been created and recruitment will be held through the APPSC. After the recruitment, the doctors will be posted at District Hospital Khonsa. Sawin wanted to know what steps were taken for posting of special doctors at District Hospital Khonsa.
SOHA PHC: At present there is only one AYUSH doctor (contractual) at Soha Public Health Centre. The centre requires at least one more medical (Allopathy) officer, health minister Kalikho Pul informed the house adding that there are one allopathy and two homeopathy doctors at Deomali CHC. The Minister was responding to the question of MLA Wangki Lowang who wanted to know the status of doctors at health centres at Deomali and Soha.

Meanwhile, Arunachal Pradesh Congress Committee president Padi Richo today sought the intervention of Chief Minister Nabam Tuki to halt such move of shifting NHPC office to Guwahati. The NHPC had set up its office here as it has been executing many hydropower projects. Its move would go against greater interest of the state, he reasoned.
Richo, in a statement, also urged the CM to sanction adequate fund to various districts and the Capital Complex to take up immediate repair and maintenance of roads damaged by monsoon rains.
ANSU calls for urgent steps to tackle JE
ITANAGAR, Jul 30: Expressing grave concern over outbreak of Japanese Encephalitis (JE) in Arunachal Pradesh in an alarming rate, All Nyishi Students’ Union (ANSU) has urged the State Government to provide medicines to the patients suffering from the disease free of cost.
The state government, especially the health department must take all necessary steps to control further spread of the disease, said ANSU, and appealed for supply of sufficient free medicines to all government hospitals without further delay before the situation reach out of control.
Apprehending fear that patients suffering from the disease might face serious problem, specially the poor due to reported shortage of medicines for JE, the students union appealed to the state government to make medicines available at free of cost or at an subsidized rate to give succour to the poor patients. ANSU also informed that medicines used for treatment of JE are being sold at exorbitant price taking advantage of the situation.

River rafting on Panyor conducted
ITANAGAR, Jul 30: River rafting cum expedition on river Panyor under Lower Subansiri district was organized recently by Taba Techi, ZPM of Yazali in collaboration with members of Arunachal Adventure Association (AAA). The expedition which started on 25th July from Sakiang (Mengio) via Saali in Pistana circle of Yachuli ended at Yazali on 27th July. Expedition was carried out in order to ascertain the scope of river rafting activities in Panyor River to promote adventure sports. The team also carried out survey for the 2nd edition of Panyor river festival to be held in November this year.
The expert suggested and recommended that rafting from Sakiang to Silsango Bridge is not feasible as it has low volume of water with huge boulders in the midst of river. During the expedition, on one of the day the raft flipped and gushing water washed away all the rations and few equipments too. The team had to sleep a night without having food. Finally after reaching Silsango Bridge with the help of villagers the team collected rations and completed the survey successfully. The team suggested that stretch from Silsango Bridge to Yazali is ideal for river rafting activities. Organizer of the event ZPM Taba Techi extended gratitude to secretary tourism Dr. Joram Beda and deputy director tourism department Gedo Eshe for their logistic supports. He stated without their support, the survey could not have been completed. He appealed to all concern to extend support in order to make Yazali as major tourist destination of state.

Intensified diarrhoea control fortnight launched in Tawang, LDV & Upper Siang
ITANAGAR, Jul 30: The Tawang District Health Society and NRHM kicked off intensified diarrhoea control fortnight at Khando Dowa Zangmo district hospital here yesterday.
While inaugurating the campaign, Tawang Zilla Chairperson Jambey Tsering requested the medical department to educate the villagers about causes of diarrhea and its preventive measures to ensure zero death. He assured all possible help from his side and promised to propagate the key massage of IDCP to all PRI members and also to the villages.
Tawang DRCHO Dr Lobsang Tempa emphasized on the need to create awareness on the use of ORS and Zinc tablets in diarrheal cases and requested the Zilla Chairperson to involve all PRI members in creating awareness among the villagers. He further requested ICDS and education department to involve anganwadi workers and teachers in the awareness campaign.
DMO Dr Wangdi Lama briefly outlined the proposed tasks of the health department during the campaign fortnight and requested all the stakeholders to propagate the message to all the villages.
He requested All India Radio, Tawang to translate the key message of IDCF into local dialect and broadcast it for far reach of the programme. He said ANMs and AWWs will be making door to door visits to distribute ORS packets and to demonstrate the methods of preparing ORS solution while Zinc tablets corners will be put up in all health facilities.

ROING: The Intensified Diarrhoea Control Fortnight 2014 was launched by Lower Dibang Valley Deputy Commissioner Shiv Kumar at Anchal Samiti Hall, Roing.
The IDCF is being observed from July 28 to August 8 with the theme, “Reduce Childhood Mortality Related to Diarrhoea to Zero” and “Protect your Child from Diarrhoea for Healthy Life”. The programme is being implemented by the Department of Health & Family Welfare Department, Roing.

is poor because of poor implementation of health schemes despite having excellent
planning. He called upon the health workers especially the ASHA’s to actively and
sincerely carry out their duties in creating awareness among the villagers saying
that many children succumbed to diarrhoea due to lack of awareness on the part of
parents in villages. He asked them to prepare a family index of their respective
villages and make house to house visits for creating awareness regarding precautionary
measures like safe drinking water, sanitation, personal hygiene and appropriate nutrition
to the children for making this programme successful and to make this district diarrhoea
free. He further suggested to involve Anganwadi Workers as most of the village pre-
District Medical Officer Dr D Wange in his introductory speech has highlighted the aims and objectives of the programme. He informed that diarrhoeal death accounts for 11% of all under 5 years deaths in India. Around 2 lakhs children die due to diarrhoea in India every year and the worst affected are malnourished and under 2 years of age children. Diarrhoeal mortality is highest in children hence special campaign to prevent and control childhood diarrhoeal deaths.
He further informed that almost all diarrhoeal deaths can be averted by timely intervention with ORS. Diarrhoea can be prevented with safe drinking water, personal hygiene (hand washing), breast feeding and appropriate nutrition. Age appropriate infant and young child feeding practices (IYCF) are key to prevention of malnutrition, Dr Wange added.

SEPPA, Jul 30: Public hearing consultation for grant of environmental clearance of Talong Londa Electric project (225 MW) executed by M/s GMR Londa Hydro Power Private Ltd. conducted by Arunachal Pradesh State Pollution Control Board (APsPcB) in collaboration with District Administration passed off peacefully at Karwa near Prayer centre under Bameng circle of East Kameng yesterday.

He briefed about the profile of the GMR company and informed that project had been allotted to GMR energy limited by Govt. of Arunachal Pradesh through international competitive bidding process on BOOT basis for 40 yrs period. 67,321 sq km in Arunachal under forest cover
NEW DELHI, Jul 30: A total of 67,321 sq km area in Arunachal Pradesh and 77,522 sq km area in Madhya Pradesh are under forest cover, Lok Sabha was informed today.
Minister for Environment and Forests Prakash Javadekar said out of 83,743 sq km geographical area, 67,321 sq km area under forest cover in Arunachal Pradesh while in Madhya Pradesh, out of the 3,08,245 sq km geographical area, 77,522 sq km area are under forest cover.
In Maharashtra, out of 3,07,713 sq km geographical area, 50,632 sq km area are under forest cover, while in Odisha, out of 1,55,707 sq km geographical area, 50,347 sq km area are under forest cover.
Javadekar said Forest Survey of India, Dehradun, carries out monitoring of forest
cover in the country on a biennial basis using remote sensing data and forest cover
mapping of the country on wall-
"The satellite data provides a synoptic view of the area and one satellite scene covers approximately 20,000 sq km on the ground. The satellite undertakes repeat data acquisition after a period of 24 days. Thus, remote sensing technology provides a time series data of a given area in a cost effective manner which is useful for the forest cover assessment," he said.

Learn from mistake
In a tragic incident a man lost his life while trying to extract lead from a discarded bomb at Mandaling village near Tawang bordering China. As per the report the incident occurred on Monday morning when Dorjee Tsering, a scrap dealer, hammered the bomb leading to the explosion. The discarded bomb, suspected to be a misfired bomb from the firing range of Indian Army, was found from the nearby jungle where the scrap dealers often go to collect discarded ammunitions for lead extraction.
Arunachal being border state has massive military presence. Often it is seen that military personnel sets up firing range nearby the civilian areas. For many poor people these firing ranges become source of income. The metal extracted from firing range is sold as scrap. However, sometimes they pick discarded live bombs which cause unfortunate incident. The army and other military wing should not establish firing range near civilian area. District administration should take military into confidence and ensure shifting of firing range from civilian area. Army should also make sure that they don't leave any live bomb at firing range. After every firing practice they should properly scan the area, so that unfortunate incidents like that of Tawang is not repeated.

Road safety: A greater concern

About 1.42 lakhs people die in road accidents every year in India (2011 report). These numbers translate into roughly one road accident per minute and one road accident death every four minutes for India. Our state Arunachal Pradesh is no exceptional to this case. No days, weeks and months pass by without news on road accidents, violation of traffic rules and deaths caused by such road accidents. In particularly, the capital complex region it is more vulnerable. The reason is, with the growing urbanization, population and vehicular traffic; it has narrowed the breadth and size of existing roads, causing more traffic, accident cases and concern over the safety of road and lives.
Many people drive their vehicle so recklessly and speedily, not even keeping in their
mind the conditions and kind of road they are driving on. Ours is a hilly region
where a vehicle has to maintain their speed under 40s-
The pathetic conditions of our road and highways around capital city. With no proper
drainage system, the water directly flowing flat over the roads has created many
paths -
Violation of traffic rules is becoming another challenge on road safety. People, bother less about following traffic rules than reaching their destination. Perhaps, violating traffic rules here is consider to be a heroic act than condemnation (at least at personal level)
There is a mismatch between the existing road capacities and the number of vehicles in our state. Our capital city roads are too narrow to accommodate the growing number of vehicles plying at a time.
Road safety should be a top priority at both the government and citizen level.
Like, National Road Safety Policy our state should also need to have ‘State Road safety policy’. This Policy outlines various policy measures such as promoting awareness, establishing road safety information data base, encouraging safer road infrastructure including application of intelligent transport, enforcement of safety laws etc.
The concept of four E’s of Road Safety that is Education, Enforcement, Engineering (roads as well as vehicles) and Emergency care should be adopted as road safety principles by both the government and people.
Besides, Road safety awareness has to be conducted at schools, colleges and university,
district HQs. and local government levels by the government agencies, police departments,

It should be the moral duty of every responsible parent not to allow their children to drive a car or bike before they are fully grown up and well experience with driving and traffic rules.
One should always mind it that violation of traffic rules, reckless and rag driving not only hamper one’s life and property but can also be a reason for another person’s injury, death and loss of property. Principle of “One Family, One Car” should be maintained as we observe this road safety decade.

Dear Editor,
I would like to draw the attention of the present Govt. & authorities concern towards the hardship faced by the (SSA) teachers due to the irregular monthly salary even after discharging our duties regularly and honestly for the interest of the public of Arunachal Pradesh by serving mostly in the hard areas at every corner of the sate without denying or any hesitation & often leaving our families with empty stomach.
They are unwilling to hear the hue and cry of SSA teachers regarding the payment
of fixed monthly salary which is pending since four months. So, as a result we often
have to face lots of financial constraints which affect our family life as well as
personal life from bad to worse creating lots of problems & leading our lives with
burden & tension all the moment. Under such circumstances how can one discharge his
or her duties in a perfect way? My question is why the Govt is not adopting any policy
to regularize the payment system in a systematic manner? We get only fixed monthly
salary without any allowances and if this continues then, we would say sorry and
teachers would also have to opt just the reverse to the norms of SSA -
Hence, it is our request and appeal to our people friendly Govt and authorities concern to look into this matter sympathetically & kindly release our pending four months’ salary without further delay.
